Why is it a requirement to reclassify an SWWS/WWT Facility every 5 years?

Solution In 1993, the Ministry of Environment decided that all facilities under municipal discharge permits, operating certificates, or waste management plans must be classified and their Operators certified at appropriate levels. They further indicated that the cost of running the program should be adjusted to reflect the ability of large facility owners (in most cases those with the greater tax base) to better afford to carry a larger share of the load. This resulted in the EOCP requiring all Wastewater Facilities (Small Systems - IV) to be reclassified every five years and put into place a renewal fee that depended on the flow of the facility.
